Resolution 2007-07

AUTHORIZING NASUCA TO ADVOCATE IN FAVOR OF ENSURING THAT TELECOMMUNICATIONS RATES AND CHARGES ARE NOT INCREASED TO SUBSIDIZE THE DEPLOYMENT OR OPERATION OF VIDEO NETWORKS.

WHEREAS, Many Incumbent Local Exchange Telecommunications Carriers (ILECs) are seeking permission to provide video service; and

WHEREAS, Legislation has been introduced in Congress to establish a national video franchise; and

WHEREAS, Legislation to establish statewide video franchises has been introduced and, in some states, implemented; and

WHEREAS, ILECs are redesigning and rebuilding their networks so that they may provide both telecommunications and video services directly to subscribers over their local facilities, including the facilities that are the functional equivalent of the local loop; and

WHEREAS, The Telecommunications Act of 1996 requires that services included in the definition of universal telephone service bear no more than a reasonable share of joint and common costs of facilities used to provide those services.

THEREFORE BE IT RESOLVED, that NASUCA encourages Congress, the FCC and the states to prohibit telephone corporations from increasing telecommunications rates and charges to subsidize the deployment or operation of video services; and be it further

RESOLVED, that the NASUCA Telecommunications Committee and Consumer Protection Committee, with the approval of the Executive Committee of NASUCA, are authorized to take all steps consistent with this Resolution in order to secure its implementation.
