Statement

NASUCA is an association of 41 consumer advocate offices in
39 states and the District of Columbia. NASUCA members are
designated by the laws of their respective states to
represent the interests of mostly residential consumers
before state commissions, federal regulators and the
courts.
NASUCA believes that these principles must be included in
any restructuring legislation passed by Congress to help
insure that state efforts are successful and residential
electric consumers are better off. Without them -- all of
them -- consumers will be harmed, not helped, by
restructuring.
NASUCA particularly supports the market power, reliability, and
consumer protection principles. These issues must be creatively
and comprehensively addressed at the Federal level or our efforts
could ultimately culminate in unregulated monopolies unleashing
a barrage of anticompetitive activity on increasingly vulnerable
consumers. Congress needs to do it right and needs to do it now.
