A. Norlander
Gerald A. Norlander
Gerald A. Norlander is Executive Director of the Public Utility Law
Project of New York, Inc. (PULP), a private non-profit organization
representing the interests of low-income consumers in utility and
energy matters. He has served as executive director/deputy director
of PULP since 1989, participating in regulatory and judicial proceedings
involving utility consumer issues. He has published a number of articles
on utility restructuring, utility consumer, poverty law and legal
aid issues. Norlander was executive director of Westchester Legal
Services, Inc. from 1979 to 1989, representing low-income persons
in a wide range of civil matters at all levels of state and federal
courts. He was a U.S. Peace Corps Volunteer in India. He is a member
of the New York State Bar Association utility law committee, the Association
of the Bar of the City of New York, and the Energy Bar Association.
He received his bachelor’s and juris doctor degrees from the
University of Minnesota.
