Clarence Johnson
Clarence Johnson
Clarence Johnson has been employed by the Office of Public Utility
Counsel (OPC) in Texas since 1983. His primary responsibility is to
advise the office on economic and regulatory policy matters. In addition,
he has supervisory responsibility for OPC's technical analysis staff.
Johnson has appeared as an expert witness on electric and telephone
matters for the office in approximately 70 proceedings before the
Texas Public Utility Commission. Johnson's technical expertise includes
cost allocation, rate design, generation resource planning, and market
power analysis. He holds a bachelor’s degree in political science
and a Master’s degree in Urban Studies from the University of
Houston.
