NASUCA Staff

The NASUCA office is just outside of Washington, D.C. in downtown Silver Spring. The Executive Director represents the organization before Congress, the Federal agencies, and the Administration. NASUCA’s Deputy Director works with the Director to plan and execute the Annual and Mid-Year meetings, prepare and distribute publications, maintain the website, and provide information to assist state consumer advocates with their responsibilities.

Charlie has been the Executive Director of NASUCA, the National Association of State Utility Consumer Advocates, for over 10 years. Prior to that, he worked for many years at the American Public Power Association, where he was active in the passage of the wholesale transmission access and conservation rebate provisions of the 1992 Energy Policy Act.  He also spent time on Capitol Hill as a legislative assistant. Before attending law school, Charlie worked as a crime reporter for the Arlington, Texas, Daily News. Charlie is an attorney and member of the Pennsylvania and Maryland Bars. He was a University Scholar at Southern Methodist University, where he received undergraduate degrees with honors in Journalism and Political Science.  He also received a Juris Doctor from Southern Methodist University’s School of Law. He lives in Howard County, Maryland, with his wife, a high school psychology teacher, and three teenage sons.

Nicole Haslup is the Deputy Director of NASUCA. Prior to joining NASUCA Nicole served as Legislative Director for a member of the Maryland House of Delegates. She earned her undergraduate degree at Salisbury University in Salisbury, Maryland. Nicole lives in Odenton, Maryland with her husband and two sons.
