The Pennsylvania Office of Consumer Advocate-Regulatory Analyst
The Pennsylvania Office of Consumer Advocate (OCA) seeks a full-time attorney. The OCA is the statutory representative of Pennsylvania's consumers of regulated electric, gas, telephone, water and wastewater services. Assistant Consumer Advocates work with a staff of dedicated professionals in the public interest. The scope of work will include, but is not limited to complex litigation before the Public Utility Commission and federal regulatory commissions, appellate practice primarily before the Commonwealth Court, issue analysis, legal research and writing, consumer education and legislative outreach throughout the Commonwealth.
QUALIFICATIONS

? Licensed to practice law in Pennsylvania (or awaiting PA bar results).

ESSENTIAL FUNCTIONS OF THE POSITION
? Analyze, research and provide legal opinions on complex regulatory filings.
? Coordinate the preparation of witness testimony and exhibits.
? Prepare witnesses for cross-examination.
? Conduct cross-examination of expert witnesses in contested proceedings.
? Prepare prehearing and post-hearing motions and briefs.
? Prepare comments in rulemakings and other policy proceedings.
? Prepare appellate motions and briefs.
? Travel to and represent the OCA in public hearings throughout the Commonwealth.
? Represent the OCA in settlement negotiations and alternate dispute resolution processes.
? Assist consumers, both formally and informally, in complaint proceedings before the PUC.
SALARY AND BENEFITS
? The salary for this position will generally depend on qualifications and experience level; however, the starting annual salary for new attorneys admitted to the bar is $53,379. The starting salary for graduates awaiting bar results is $46,670.

Job Description
- Review utility company filings with the Pennsylvania Public Utility Commission (PAPUC) related to rate proceedings, and other petitions and applications.
- Prepare recommendations with respect to the office's involvement in such utility cases.
- Analyze the financial, economic, rate of return, and policy issues present in utility filings.
- Prepare written in-house reports and/or testimony and statistical schedules to be filed with the Pennsylvania Public Utility Commission on behalf of the OCA with respect to the financial, economic, rate of return, and/or policy issues of utility filings.
- Attend administrative hearings on utility cases; assist with cross-examination of opposing party and/or other intervenors' witnesses; present oral testimony and submit to cross-examination of prefiled testimony.
- Review financial issues outlined in utility case briefs.
- Attend Public Input hearings and/or customer meetings related to utility cases as needed.
- Review written reports and/or testimony submitted by the OCA's outside consultants with respect to consistency of policy.
Salary and Benefits
The salary for this position will generally depend on qualifications and experience level; however, the pay range would be from $46,670 to $71,883, depending on experience.

The Department of State is seeking qualified candidates to fill the position of Director of the Utility Intervention Unit in the Division of Consumer Protection. The Division of Consumer Protection, as the State's consumer advocate with respect to energy and telecommunications issues, serves as the statutory representative of consumers before the New York State Public Service Commission (PSC), the Federal Energy Regulatory Commission and other regulatory bodies, and helps ensure that consumer concerns are heard in rate cases and policy and service reliability matters. The Division actively participates on behalf of consumers in proceedings concerning the availability, pricing and quality of electricity and natural gas service in the State.
DUTIES :
Works under the supervision of the Director of the Division of Consumer Protection and the Deputy Secretary of State for Business and Licensing to act on behalf of consumers with respect to proceedings before State and federal utility and telecommunications regulatory authorities and advance the State's consumer advocacy mission.
The Director will conduct research and economic analysis of issues affecting the rate and service regulation of utilities and will represent the Department of State (DOS) in negotiations and collaborative proceedings with utilities, regulators and other parties. The Director will create and review the Division of Consumer Protection's reports on trends involving electricity and natural gas consumption, supply, energy generation, conservation, energy efficiency, wireless and broadband telecommunications, and new technologies, among others. The Director will analyze sales forecasts, rate design and capital expenditure budgets to achieve the Division's role.
The Director will also work with the DOS counsel office to prepare and present testimony, comments, letters and other submissions on behalf of the DOS to State and federal regulators advocating DOS's position.
PREFERRED QUALIFICATIONS:
The ideal candidate will hold a Master's degree or higher in Economics, Public or Business Administration, Public Policy, Engineering, Policy Analysis, Law, or a related field and will demonstrate strong managerial and supervisory skills. A relevant educational background or significant experience with research and advocacy with regard to economic factors affecting energy, the environment, telecommunications, public utilities and ratemaking is preferred.
SALARY : $ 101,149 to $121,404 subject to, and commensurate with, experience.

DUTIES: The successful candidate will represent of the Office of the Attorney General's Division of Consumer Counsel in state regulatory proceedings before the Virginia State Corporation Commission and Supreme Court of Virginia, and in federal administrative proceedings before the Federal Energy Regulatory Commission and in federal appellate courts. The individual will serve as a litigation attorney on these matters involving primarily electric and natural gas utilities. The position may also include regulatory work with telecommunications and insurance companies. Duties also include advice and assistance on other matters related to the regulation of these industries, including legislative issues before the Virginia General Assembly.
QUALIFICATIONS: Applicants must have graduated from an accredited law school and be admitted to the Virginia State Bar or eligible for admission. The position requires excellent written and verbal communication skills and analytical ability, and the ability to work both independently and as a team member. The ideal candidate will have relevant experience in complex regulatory litigation involving electric and/or natural gas utilities, with an academic background in accounting, economics, finance, and/or engineering.
