The Delaware Public Service Commission (PSC) seeks applicants to fill the position of Public Utility Analyst III. This position requires experience in electric utility regulation and will provide technical testimony before the Commission. The selected candidates will be responsible for reviewing and investigating formal filings and informal submittals concerning rates, tariffs, and other issues pertaining to energy.
The Delaware PSC is located in Dover , Delaware , the State capitol, forty-five minutes from the Delaware beaches and less than two hours from Washington , DC , Philadelphia , Pennsylvania , and Baltimore , Maryland . Delaware has no sales tax and low property taxes. Dover offers a small town atmosphere with a relatively low cost of living, yet the convenience and attractions of a major city are only a short drive away.
These positions require a minimum of a Bachelor's degree in Accounting, Business Administration, Business Management, Economics, Finance, Engineering, Mathematics or related field of study, an advanced degree in one of these fields is a plus. The candidate must have at least three years of experience in public utility regulation and rate determination.
Starting salary will be commensurate with experience. Utility Adminstrator I
The Office of Consumer Advocate, a division of the Iowa Department of Justice, currently has an opening for a Utility Administrator I who will be responsible for the OCA's economics, engineering, and finance section and has a personal expertise in energy efficiency. The ideal candidate will have an educational background and demonstrated experience which includes strong statistical and empirical analysis skills combined with logical and creative reasoning covering some combination of the following subjects:
electric and gas utility resource procurement and planning methods
utility load forecasting and load sampling methods;
natural gas market analysis and price forecasting;
hedging of natural gas and electric generation risks;
LMP-based electricity market processes;
assessment of market power and market power mitigation strategies;
modeling and analysis of electricity markets, generation and transmission systems;
power plant performance and economics;
long-term electric power system planning and market design;
analysis of air quality and environmental regulations impacts on electricity markets and pricing;
electric industry regulation and restructuring;
Candidate should have experience analyzing the above issues and documenting conclusions in a clear and concise format with the understanding of the purpose of the Office of Consumer Advocate's statutory duties and responsibilities. Candidate must be able to effectively communicate while testifying in proceedings before the Iowa Utilities Board.
Minimum requirements for the position are graduation from a four year college or university with a bachelor's degree a relevant field, e.g., economics, environmental science or a related field plus five years of complex analytical work in the field including one year developing and directing programs, projects or policy development. Director, Division of Rate Counsel
New Jersey Department of the Public Advocate
The Director of the Division of Rate Counsel serves under the supervision of the Commissioner of the Department of the Public Advocate and must be an attorney at law admitted to practice in New Jersey . The Director is appointed by the Public Advocate and serves under the Public Advocate's supervision. The Director oversees a staff of approximately 50 legal professionals, paraprofessionals, technical, fiscal and administrative support staff, as well as administration of the Division's annual budget over $7 million. The Division of Rate Counsel represents, advances and protects the interests of state consumers of essential services regulated by the state and federal agencies, including but not limited to natural gas, electric, water, wastewater and telecommunications, whenever providers of such services seek to change their rates or services. The Division also reviews significant Medicare Supplement Rate Filings and Prior Approval Rate Increases for Personal Lines Property Casualty Coverages made to the Department of Banking and Insurance to ensure that the requests are just and reasonable.
Specific duties include but are not limited to:
• Developing and executing the Division's advocacy agenda, including strategic planning, to further the interests of New Jersey ratepayers through investigations, research and studies.
• Representing and protecting the public interest in proceedings and appeals before the Board of Public Utilities and other State departments, commissions, authorities, councils, agencies or boards charged with the regulation or control of utility rates and services.
• Supervising Division staff and retaining experts and other professionals on a temporary basis.
• Representing the department by protecting the public interest in certain insurance matters that pertain to rate increases in property casualty or Medicare supplemental coverages.

Attorney sought for the Pennsylvania Office of Consumer Advocate (OCA). OCA is the statutory representative of Pennsylvania 's utility consumers of electric, gas, telephone and water services. This position affords an opportunity to work with a staff of dedicated professionals in the public interest. Scope of work will include, but not be limited to complex litigation before the Pennsylvania Public Utility Commission and federal regulatory commissions, appellate practice primarily before the Commonwealth Court of Pennsylvania, issue analysis, research and consumer education.
REQUIRED QUALIFICATIONS:
Graduation from an accredited law school with LLB or JD degree.
Licensed to practice law in Pennsylvania or awaiting bar results.
Ability to work independently in a fast-paced and challenging environment.
Strong oral and written communication skills.
Interest in complex litigation before administrative agencies and appellate courts.
PREFERRED QUALIFICATIONS:
Career objective or experience in consumer protection, public interest or utility field.
ESSENTIAL FUNCTIONS OF THE POSITION:
Analyze complex regulatory filings and research legal issues.
Coordinate the preparation of witness testimony and exhibits.
Prepare witnesses for cross-examination.
Conduct cross-examination of expert witnesses in contested proceedings.
Prepare prehearing and post-hearing motions and briefs.
Prepare comments in rulemakings and other policy proceedings.
Prepare appellate motions and briefs.
Attend and participate in public hearings throughout the Commonwealth.
SALARY AND BENEFITS
The salary for this position will depend on qualifications and experience. The minimum starting annual salary for new attorneys admitted to the bar is $46,905.
